What is the Comprehensive Plan?

The City’s Comprehensive Plan is the long-term vision of the City, generally written with a ten (10) to twenty-five (25) year horizon. The Comprehensive Plan, or Comp Plan for short, includes the following elements: Future Land Use, Transportation, Utilities, Conservation, Recreation and Open Space, Intergovernmental Coordination, Housing, Public School Facilities, Capital Improvements, Economic Development, Property Rights, and Coastal Management. Each element contains goals which are supported by policies and objectives.

Where can you find the Comprehensive Plan?

The Comprehensive Plan is available on the City’s website as a complete document and as Volume I and Volume II. Volume I contains the elements and appendixes. Volume II contains the data and analysis used to support the goals, policies, and objectives. Always verify the version of the Comprehensive Plan you are reading is the most recent version with Staff.
