City Commission adopts updated ULDC

NORTH PORT, FL -After years of work, public meetings, and revisions, the North Port City Commission formally adopted the updated Unified Development Code (ULDC) on Tuesday. This is a significant milestone in the City’s ongoing efforts to streamline and modernize its land development regulations. The updated regulations were adopted following extensive public input and careful consideration by the City Commission and Planning & Zoning Advisory Board.

The updated ULDC, which has been in the works since 2015, represents a comprehensive overhaul of the city's existing development regulations, reflecting North Port's vision for the future and ensuring alignment with state and federal laws. The new code is organized into six chapters, each addressing critical aspects of land development, and includes an appendix of definitions and technical specifications. Key highlights of the updated ULDC include a new zoning map with new zoning districts, more efficient development review processes, and enhanced environmental protection regulations to balance urban development and preservation of land.

When it comes to updating the zoning map, cities need a minimum of 20 to 30% of their land to contain non-residential uses to balance the tax base. Diverse land uses facilitate employment opportunities for residents, provide amenities for residents and visitors, and support more fiscally sustainable provision of public services. Currently, due to the antiquated subdivision scheme used by General Development Corp. when the City was originally platted, North Port only has about 10% of its land authorized for non-residential uses. The new zoning map increases the acreage of land available for non-residential development by 61%, a functional increase of about 12%. The resulting anticipated ratios of approximately 49% residential, 16% non-residential, and 35% other (conservation, government and open space) bring the City closer to meeting the City Commission’s strategic vision plan goal of 18% non-residential development in spite of the challenges associated with pre-platted residential communities.
